Here is a little about the manga:

Reincarnation, psychic powers, and angry spirits reach forward into the present! On Aya Mikage's 16th birthday, her own family tries to kill her and imprisons her twin brother Aki. Aya learns she possesses the blood of the "tennyo" (celestial maiden), and has the power to transform into the mysterious Ceres. BLOW OUT THE CANDLES Aya and her twin brother Aki are summoned to the massive Mikage house where their family tells them a secret: both are descendants of supernatural beings out of a fairytale! Even more shocking, Aya's family views her as a liability and now they want her dead!

Japanese Legend:

One day, a young man was walking along the seashore.  There in the water, he saw several celestial maidens bathing.  Hanging on a nearby pine tree, were their celestial robes.  Realizing they belonged to the celestial beings, he quietly stole one and took it home.  The being whose robe was stolen was unable to return to heaven.  She saw the young man and suspiciously asked, "Have you seen my hagoromo (robe)?  If you have it, please return it to me."  However, the young man ignored her.  Helpless and unable to return home, the celestial being became the young man's wife.  After they were married for several years, and she had borne him several children, she heard her children singing a little song about a man who had hidden a robe.  The celestial being found her robe and returned to heaven, leaving her husband and children behind.
